The UK government has hinted strongly that it will soon be introducing compulsory second pensions in its green paper, New ambitions for our country: A new contract for Welfare". The government's recently launched pensions review has attracted submissions recommending the extension of secondary compulsory pensions to those who are not currently covered by them. In a statement to MPs by Frank Field, the UK Minister for Welfare Reform, said the government is "considering these proposals seriously". The findings of the review will be issued in a green paper.

Field said that the welfare state would "remain the foundation of pensions provision and will be up-rated at least in line with prices," but the UK's demographic problems meant a sufficient system would not be sustainable by the taxpayer."
