Directorate-General for Financial Stability, Financial Services and Capital Markets Union (FISMA)Musical chairs for top positions affecting three key directors in the Cabinet of the European Commission’s Directorate-General (DG) for Financial Stability, Financial Services and Capital Markets Union (FISMA) are due to come into effect on 1 May. Martin Merlin will take over directorship covering financial institutions. He will replace Mario Nava, who will move to the directorate dealing with financial system surveillance and crisis management. In Merlin’s former position in the Cabinet was Ugo Bassi. His role will embrace the Capital Markets Union programme, financial markets infrastructure, securities markets and asset management.

SVVK-ASIRJacqueline Oh has been appointed managing director of the new Swiss responsible investment association, founded late last year by several of the country’s largest pension funds. Oh is an economist by trade and will assume her new position from mid-May. She most recently worked as a responsible investment project manager at Bank Julius Baer and spent five years from 2008 at Credit Suisse in business development. Oh began her career at BearingPoint Consulting, where she was a management analyst. 

AXA Investment ManagersMichael Ganske has been appointed head of emerging market fixed income. He joins from Rogge Global Partners, where he was a partner and head of emerging markets. Before joining Rogge, he was a managing director and divisional head of emerging-market research at Commerzbank and before then director and head of emerging markets at Deka Investment. Separately, Margo Ragland was appointed director of US institutional sales. She joins from Kleinwort Benson Investors’ business development team.

Bouwinvest – Dutch real estate investor Bouwinvest has appointed Hielke Bokma on the acquisition team of its €3bn Residential Fund, which focuses on sustainable rental property in the mid-segment of the non-regulated sector. As of 1 May, he is to succeed Monica Stekelenburg, who moved to acquisitions at Bouwinvest Retail Fund. In his new job, he will be responsible for the acquisition of rental property in the provinces of Zuid-Holland and Noord-Brabant. Bokma comes from Rabobank Netherlands

INREVGIC’s Neil Harris has been appointed chairman of the real estate fund association for Europe. The move marks the first time INREV has been chaired by an executive from a sovereign wealth fund. Harris, GIC’s senior vice-president and head of asset management for Europe, has more than 30 years of real estate experience. He replaces APG’s Patrick Kanters. Isabelle Scemama, head of funds at AXA IM-Real Assets and chief executive at AXA REIM, and Guido Verhoef, head of private real estate at PGGM, have been appointed to join INREV’s management board. Allan Mikklesen of ATP Real Estate, Eric Adler of Pramerica Real Estate Investors and Wenzel Hoberg of TRIUVA were re-elected to serve a second term of three years on the management board.

La FrançaiseJean-Charles Le Scrill joins as technical director, responsible for the management and monitoring of construction work for development projects and building renovations on behalf of institutional investors. Le Scrill worked as technical manager for the PREDICA portfolio at Crédit Agricole Immobilier, as well as Société Générale (Gesnov), GE Real Estate and Nexity. Eric Tubin joins as financial analyst. Tubin began his career in the real estate department of PwC as senior financial auditor.
