UK – The UK’s main financial regulator, the Financial Services Authority, has named Citigroup transaction services executive Thomas Huertas to oversee wholesale and institutional markets such as asset management.

The body said Heurtas, 55, will join as director of its wholesale firms division in November. He will report to Hector Sants, the former Credit Suisse First Boston European chief who became managing director of wholesale and institutional markets in May.

“He will be responsible for the supervision of firms operating in the wholesale insurance, banking, investment banking and fund management sectors,” the FSA said in a statement.

Huertas, currently a managing director at Citigroup Global Transaction Services, joined Citigroup in 1975 and is a former chairman and chief executive of Citibank AG (Germany).

The FSA also named Pitney Bowes board member Graeme Ashley-Fenn, 45, as director of contact, revenue and information management.

"I am delighted to welcome Thomas and Graeme to the FSA,” said chief executive John Tiner. “We will benefit hugely from the vast experience Thomas brings as a senior financial executive in the US and Europe and from Graeme's deep background in operations, financial services and improving customer service."
