Bilateral investment treaties apply to all investments, so also those from investors.
As far as I remember, however, the EC is pushing its Member States to cancel intra-EU bilateral investment treaties, as 'the existing EU rules should suffice to deal with such matters' (EC comments on request to cancel The Netherlands - Slovakia treaty). The EC, therefore, should explain to investors which those rules are and investors should consider the options.
