I have done research in Canada, where rules and regulations are devolved to provincial level and are different in many provinces, which has issues for when employees move around. they also have to deal with common-law and then civil law in Quebec, Quebec also has its own State pension while the rest of Canada has the Canadian State pension

So may be worth examining how they manage that situation to give insight into how manage this situation in a EU content of crossing regulatory boundaries.
