GLOBAL - UK Pensions Regulator, Principal, Pictet, Vanguard, Threadneedle, Newton, BNP Paribas

The UK Pensions Regulator (TPR) - Stephen Soper and Charles Counsell have been appointed to TPR's board. Soper, TPR's executive director for DB regulation, and Counsell, executive director for employer compliance, have worked in an acting capacity since February. June Mulroy, executive director for DC, governance and administration, has been reappointed for a further term. Separately, the watchdog has appointed five new members to its Determinations Panel. The new members include Peter Hinchliffe, tribunal judge at the General Regulatory Tribunal; Andrew Long, deputy chair of the Regulatory Decisions Committee at the FSA; Elizabeth Neville, who served seven years as Chief Constable for the Wiltshire Constabulary; Alasdair Smith, research professor of economics at the University of Sussex; and Anthony Stern, head of treasury at InterContinental Hotels Group.

Principal Global Investors - The asset manager has announced its expansion into the Netherlands through the appointment of Jeroen van Rooij as head of institutional sales for the Benelux region, based in Amsterdam. He will be responsible for overseeing and developing Principal's institutional business across the region, reporting to Nick Lyster, European chief executive. Van Rooij has previously held positions at Robeco, where he was head of institutional sales and client service for the Netherlands, the UK, Italy and Nordics. He has also worked at SEI Investments, ING Investment Management and Goldman Sachs Asset Management.

Pictet Asset Management - The institutional asset management business of the Swiss private bank Pictet & Cie has appointed Fawzy Salarbux as senior consultant relations manager. He joins from Mercer, where he was a senior associate. He was previously an investment consultant at AonHewitt.

Vanguard Group - Jacques-Etienne Doerr has been named head of the asset manager's new spinoff, Vanguard Investments Switzerland. Although the company was previously active in the country, it now plans to expand its presence. Doerr was previously Vanguard's head of business development for Switzerland.

Threadneedle Investments - Toby Nangle has agreed to join the company as head of multi-asset, reporting to chief investment officer Mark Burgess. He is expected to start in January 2012 and will be based in London. Before joining, he served as director of the multi-asset and fixed income teams at Baring Asset Management, where he has worked since 1997.

Newton Investment Management - Scott Anderson has joined the UK business development team at Newton IM, a part of BNY Mellon Asset Management. He joins from Institutional Investor Institute, where, as executive director, where he was responsible for the membership-based pension fund forums in the UK and Continental Europe. He was previously at MSM International, where he was publisher for Global Pensions.

BNP Paribas Securities Services - Peter Soesbeek has been appointed as head of corporates and issuers in the Netherlands, as the firm continues to expand in Benelux. He joins from Equity Trust, a trust and fiduciary services firm, where he was global head of structured finance. Before then, he worked at Fortis Investments, NIBC and MeesPierson.
