Pension Advisory Service – Partha Dasgupta is to stand down as chair in September this year. Dasgupta has been in the role since the start of 2010 and is currently serving his second three-year term. Dasgupta said the decision to leave mid-term would allow him to pursue personal interests and that he felt the organisation’s 13th anniversary was the right time to move on. UK minster for pensions Steve Webb will launch a recruitment exercise for his successor later this month. He expressed gratitude to Dasgupta for his leadership through the organisation’s period of change.

Mercer – Toby Buscombe has been appointed global head of infrastructure investments, replacing Karen Chester. Buscombe joined the consultant in 2011, leading its infrastructure offering for Europe, the Middle East and Africa.

Barnett Waddingham – Jon Pail has been appointed an associate in the longevity consulting team. He joins from RMS, where he developed the company’s longevity and mortality models, and was previously an associate at Aon Hewitt. He also chairs the Continuous Mortality Investigation’s graduation and modeling working party.

Oakley CapitalNeil Woodford is to join Oakley Capital in May this year. Woodford, who made a name at current employer Invesco, announced his decision to leave the firm in the latter part of 2013. Oakley said Woodford would be immediately provided the infrastructure to continue the management of his clients’ investments.

Carmignac Gestion has developed a new European equities team to be based in London. The new four-man team will be led by Muhammed Yesilhark and will assume management of more than €1.5bn of Carmingac European funds. Yesilhark’s team previously managed a European equity portfolio for SAC Global Investors in London.

State Street Global Advisors (SSgA) – Antonio Laquinta has been appointed head of institutional business for Italy. Based in Milan, Laquinta joins from Barclays Global Investors, where he was responsible for business development in the Italian market.

Legal & General Investment Management (LGIM) – Willem Klijnstra and Chris Jeffery have joined the manager’s asset allocation teamboth joining from BNP Investment Partners. Klijnstra moves across from a head of research and acting CIO position at BNP, while Jeffery was a senior tactical asset allocation strategist.

Union Investment Institutional – Thomas Fleck is to stand down as managing director of the German manager after six years. Fleck informed the company of his decision at the end of 2013.

Aviva Investors – Boris Mikhailov has been appointed director of business development, joining from Mercer’s financial strategy group. Mikhailov brings 11 years of advisory experience, leaving his principal position at Mercer. He, alongside Trevor Walsh, will lead Aviva Investors’ liability-driven investment offering.

Henderson Global Investors – Steve Jenner and Calyn Chan Gardner have joined the manager’s product team. Jenner will take up the head of customer strategy having previously worked for Gartmore and Invesco. Gardner is set to become product development manager for Europe and Asia, joining from a similar role at Schroders.

Cantor Fitzgerald Franz Bucher has joined its European credit fixed income team as managing director in London. Bucher will focus on expanding the manager’s presence in German-speaking markets. He joins from Austria’s Raiffeisen Bank International, where he was senior director.

Oxford CapitalSachin Bhatia and Nadiya Siddique have been appointed to the firm’s institutional investment team. The pair will focus on targeting growth in renewable energy and infrastructure investments. Bhatia joins from Baring Asset Management and Siddique from Standard Charter Private Bank Dubai.
